R&D Tax Incentive – Review report and submissions

The Review concluded in April 2016 and the Review Panel provided its report:


The Government released the R&D Tax Incentive Review report for public consultation on 28 September 2016.

Interested parties were invited to comment on the report and provide feedback on the findings and the proposed recommendations. The closing date for submissions was 28 October 2016.

An online survey was also made available for providing feedback, as were feedback sessions conducted in all state and territory capital cities. These were in addition to Minister-led meetings and round table discussions.

The department would like to thank all those who have participated in one or more of the communication channels, for taking the time to consider the Review and its recommendations, and for providing your feedback.

Review response

The Government announced its response to the Review of the R&D Tax Incentive in the context of the 2018-19 Federal Budget. Details of the proposed changes are contained in the Minister’s press release and the Treasurer’s fact sheet.

Draft legislation to implement the Government’s proposed changes has been released for public consultation and you are invited to provide your comments via the Treasury’s consultation page. Submissions close on 26 July 2018.


The National Innovation and Science Agenda (the Agenda) was launched on 7 December 2015. In launching the Agenda the Australian Government committed to undertaking a review of the Research and Development (R&D) Tax Incentive program.

The Review Panel was chaired by Mr Bill Ferris AC (Innovation Australia), Dr Alan Finkel AO (Chief Scientist) and Mr John Fraser (Secretary to the Treasury).

The Review Panel was asked to identify opportunities to improve the effectiveness and integrity of the program, including how its focus could be sharpened to encourage additional R&D.
